Not true, I remember back I was in high school, a classmate of mine was using a Samsung windows mobile phone, that processor is Intel XScale ARM, so basically it’s more like Intel thought the mobile phone party isn’t cool then sold their ARM business to Marvell. Back the days I also remember Another classmate of mine later even brought a Toshiba windows mobile phone equiped with Marvell processor and nvidia goforce graphic chip.

Margins on phone SoCs are low. It does not augur well for Intel's business model and can end up cannibalizing their key revenue generators. Intel was giving away its mobile SoCs for free.

Intel released mobile versions of their atom lineup, specifically on the Asus zenfone 2, those performed similarly to flagships at that time, but it had heat issues if I remembered it right, also some apps wouldn't work

I remembered the 1st asus zenfone series using intel cpu. Starting from zenfone 4, 5 & 6. All using intel atom with 1.3ghz, 1.6ghz and 1.86ghz with very affordable price that time in early 2013. Also that year i been using all 3 model until 2015. I like zenfone 6most since it got very large ips screen. The only downside of all this 3 phone is, all the phones got hot very easily. I modded mine with a thermal pad and aluminium foil to reduce the heat.

Wide spread x86 phones would have made the whole one-Windows-many-platforms-philosophy actually feasible. Windows Phone could have worked. I still like the idea of programs you can use on different platforms. Not everything is possible/feasible/easy with a webpage connecting to a local server.
